What Each Phase Covers
A Phase I ESA is a non-intrusive review conducted to ASTM E1527 and the EPA All Appropriate Inquiries rule. Our environmental professionals compile title history, Sanborn maps, aerial photography, NJDEP and federal regulatory records, and a site walk, then interview owners and occupants to identify recognized environmental conditions. The signed report is structured so a commercial lender can rely on it for the innocent-landowner defense.
Where a Phase I surfaces concerns, a Phase II ESA quantifies them through targeted soil, groundwater, and vapor sampling. Results are compared against NJDEP Soil Remediation Standards and Groundwater Quality Standards, and they define whether a recognized environmental condition is confirmed and what the scope of any follow-up will be. A Phase III or Remedial Investigation extends that work to delineate the full extent of confirmed contamination and support a Remedial Action Plan under LSRP oversight.
For licensed childcare operators, New Jersey requires a specific environmental review before a center can open or relocate.
