Environmental Site Assessments

Quick Answer

What is a Phase I Environmental Site Assessment?

A Phase I ESA is a non-intrusive review of a property's environmental history: records, aerial photos, regulatory files, and a site walk. It identifies recognized environmental conditions that could affect value or liability, without any sampling.

Environmental Site Assessments are the due-diligence backbone of any New Jersey real estate transaction, refinance, or redevelopment. Lenders, buyers, and attorneys use them to understand what a property has been through, what liability might come with it, and whether further investigation is needed before closing. Anco Environmental Services delivers ASTM-compliant Phase I, Phase II, and Phase III ESAs signed by the same LSRPs who can carry the site through remediation if one is needed.

What Each Phase Covers

A Phase I ESA is a non-intrusive review conducted to ASTM E1527 and the EPA All Appropriate Inquiries rule. Our environmental professionals compile title history, Sanborn maps, aerial photography, NJDEP and federal regulatory records, and a site walk, then interview owners and occupants to identify recognized environmental conditions. The signed report is structured so a commercial lender can rely on it for the innocent-landowner defense.

Where a Phase I surfaces concerns, a Phase II ESA quantifies them through targeted soil, groundwater, and vapor sampling. Results are compared against NJDEP Soil Remediation Standards and Groundwater Quality Standards, and they define whether a recognized environmental condition is confirmed and what the scope of any follow-up will be. A Phase III or Remedial Investigation extends that work to delineate the full extent of confirmed contamination and support a Remedial Action Plan under LSRP oversight.

For licensed childcare operators, New Jersey requires a specific environmental review before a center can open or relocate. Our childcare center assessments address historical site use, indoor air, and adjacent contamination sources so that the facility meets the Department of Children and Families and NJDEP expectations the first time through.

  • ASTM E1527 Phase I ESAs with signed lender-reliance reporting
  • Phase II investigations with soil, groundwater, and vapor sampling against NJDEP standards
  • Phase III Remedial Investigations and delineation under LSRP oversight
  • Childcare center environmental reviews for licensing
  • Seamless transition into remediation design and closure where conditions warrant it

If you have a closing date, a lender deadline, or a redevelopment plan that needs a defensible environmental review, we can scope the right assessment and deliver it on your timeline. Contact Anco Environmental Services to talk through your transaction or project with a licensed LSRP.

Products & Solutions

Phase I ESA

A non-intrusive baseline review that follows ASTM E1527 and the EPA All Appropriate Inquiries rule. It identifies recognized environmental conditions without sampling and is the standard product for lenders and buyers.

Phase II ESA

When a Phase I flags concerns, Phase II quantifies them with targeted soil, groundwater, and vapor sampling. Lab results confirm whether contamination is present and establish the scope of any follow-up work.

Phase III / Remedial Investigation

A deeper investigation that delineates the extent of confirmed contamination and supports a remedial action plan. Work is overseen by a Licensed Site Remediation Professional for NJDEP alignment.

Childcare Center Environmental Assessment

A specialized review required by New Jersey for licensed childcare centers. It covers indoor air quality, historical site use, and nearby sources that could affect children's health.

Our assessments are signed by the same licensed professionals who will, if needed, carry the site through remediation and closure.

Licensed Experts

Reports are prepared under the direction of an LSRP, not generalist consultants.

New Jersey Focus

Seamless Next Steps

If Phase II or cleanup is needed, the same team handles it without a new contractor ramp-up.
